شناسایی و سطح‌بندی عوامل تأثیرگذار در مدیریت مطلوب شهری در کلان‌شهر تهران

چکیده
پژوهش حاضر به شناسایی و سطح‌بندی عوامل اثرگذار در مدیریت مطلوب شهری در کلان‌شهر تهران می‌پردازد. هدف اصلی این تحقیق، تحلیل دقیق روابط بین عوامل مختلف و تعیین متغیرهای کلیدی مؤثر بر بهبود مدیریت شهری است. در این تحقیق، ابتدا عوامل مؤثر بر مدیریت مطلوب شهری از طریق مصاحبه با 17 نفرازخبرگان و متخصصان حوزه مدیریت شهری با روش نمونه‌گیری هدفمند و قضاوتی شناسایی شد. سپس، برای سطح‌بندی عوامل، از الگوی ساختاری تفسیری فراگیر استفاده گردید و تحلیل داده‌ها با بهره‌گیری از نرم‌افزار میک مک انجام شد. نتایج تحقیق نشان داد که عامل «فعالیت‌های داوطلبانه» در سطح چهارم، به‌عنوان سنگ زیرین مدل عمل می‌کند. در سطح سوم، عوامل «عدالت فضایی درون‌شهری» و «کیفیت جامعه مدنی» که ارتباط دوسویه‌ای با یکدیگر دارند، قرار دارند و بر عوامل «به‌روز نبودن مدیران شهری»، «رضایتمندی شهروندان» و «مداخله بازیگران غیررسمی» اثرگذار هستند. متغیرهای «مدیریت یکپارچه»، «آینده‌سازی شهری»، «مشارکت شهروندی»، «روابط غیررسمی» و «تورم مقررات شهری» به‌خودی‌خود تأثیری بر دیگر عوامل ندارند. تحلیل نشان‌دهنده وجود ارتباطات قوی مابین مؤلفه‌ها در مدل به‌دست‌آمده است. همچنین نشان‌دهنده وجود عوامل مهم‌تری برای متغیرهای پنهان مدیریت مطلوب شهری در کلان‌شهر تهران است. متغیرهای «مدیریت یکپارچه» و «آینده سازی شهری» و «مشارکت شهروندی» و «روابط غیررسمی» و «عدالت فضایی درون‌شهری» و «کیفیت جامعه مدنی» و «به‌روز نبودن مدیران شهری» و «تورم مقررات شهری» و «رضایتمندی شهروندان» و «مداخله بازیگران غیررسمی» از نظر اثرگذاری و اثرپذیری جزء متغیرهای پیوندی هستند به این مفهوم متغیرهای موجود در آن از قدرت نفوذ قوی و نیروی وابستگی قدرتمندی برخوردارند. متغیر «فعالیت‌های داوطلبانه» جزء متغیرهای کلیدی به شمار می‌رود که در دسته متغیرهای مستقل قرارگرفته است و تأثیر بسیار زیادی بر مدیریت مطلوب شهری در کلان‌شهر تهران دارد.
