ارزیابی اثرات اجرای سیاست‌های تعدیل ساختاری در مناطق شهری

چکیده
سیاست‌های تعدیل ساختاری از موضوعات چالش‌برانگیز دهه 1980 است که از سوی مؤسسات بین‌المللی در ازای منابع مالی برای کمک به کشورهای درحال‌توسعه اجرا شده است. برخی این برنامه‌ها را عامل رشد اقتصادی و برخی دیگر آن‌ها را عامل بسیاری از پیامدهای منفی اجتماعی و اقتصادی می‌دانند. هدف این مطالعه ارزیابی اثرات اجرای این برنامه‌ها به‌ویژه بر روی شهرها می‌باشد. این پژوهش به لحاظ هدف کاربردی و با توجه به ماهیت و روش توصیفی- تحلیلی و از نوع تحلیل محتوا می‌باشد. ابتدا با استفاده از ادبیات نظری، مفهوم سیاست‌های تعدیل ساختاری و شاخص‌های آن تعریف و تدوین گردید و سپس با استفاده از روش دلفی که از طریق روش نمونه‌گیری قضاوتی انتخاب‌شده‌اند؛ پرسشنامه‌هایی ارسال گردید. در نهایت برای اولویت‌بندی و ارزیابی اثرات از روش تحلیل اثرات متقابل ساختاری در نرم‌افزار MicMac استفاده‌شده است. یافته‌ها حاکی از آن است اثرات اجرای این برنامه‌ها شامل 4 دسته اقتصادی (شکل‌گیری اقتصاد غیررسمی، افزایش رقابت‌پذیری، افزایش قیمت املاک و مستغلات و تغییر نقش اقتصادی شهرها)، اجتماعی- فرهنگی (افزایش مهاجرت‌های روستا- شهری، افزایش فقر شهری، نابرابری و محرومیت اجتماعی و کاهش خدمات اجتماعی)، کالبدی (گسترش افقی شهرها، گسترش مناطق پیرا شهری و تغییرات کاربری اراضی) و زیست‌محیطی (افزایش آسیب‌پذیری شهرها، توسعه سکونتگاه‌های خودانگیخته در مناطق آسیب‌پذیر و کاهش امنیت غذایی) می‌باشد. در میان اثرات شناسایی‌شده نیز گسترش افقی شهرها، شکل‌گیری اقتصاد غیررسمی و تغییر نقش اقتصادی شهرها از مهم‌ترین عوامل می‌باشند. بنابراین شناسایی این اثرات و اتخاذ تدابیر مناسب در تصمیم‌گیری‌ها و سیاست‌گذاری‌های شهری می‌تواند راهگشای کاهش اثرات این برنامه‌ها باشد.
