چکیده
بخش مرکزی کلان‌شهر تهران با وجود برخورداری از موقعیت راهبردی، انباشت تاریخی ارزشمند و نقش بی‌بدیل به‌عنوان هویت‌بخش کالبدی-کارکردی پایتخت، با چالش‌های عمیقی همچون فرسودگی کالبدی، ناپایداری جمعیت، افت کارکردهای سکونتی و رکود اجتماعی-اقتصادی دست‌به‌گریبان است. در چنین شرایطی، ظرفیت‌های نهفته در رویکرد اقتصاد سیاسی فضا و اکولوژی اجتماعی شهری می‌تواند محرک بازآفرینی و ساماندهی این محدوده باشد. پژوهش حاضر باهدف شناسایی و اولویت‌بندی نیروهای پیشران مؤثر بر تحولات فضایی آینده بخش مرکزی تهران با تأکید بر ظرفیت‌های نظری و تحلیلیِ دو رویکرد مذکور انجام‌شده است. این پژوهش به لحاظ هدف کاربردی-توسعه‌ای و از لحاظ ماهیت و روش، توصیفی-تحلیلی است که با رویکردی اکتشافی و سناریو نگاری نسبت به شناسایی عوامل و نیروهای پیشران مبادرت نموده است. شناسایی متغیرها با استفاده از روش کتابخانه‌ای و تکنیک‌های پویش محیطی و جمع‌آوری داده‌ها با تکنیک دلفی از ۴۰ نفر از متخصصان و خبرگان منتخب انجام‌شده است. داده‌ها با تکنیک تحلیل ساختاری در نرم‌افزار میک‌مک و سناریو نگاری با نرم‌افزار سناریو ویزارد تحلیل‌شده‌اند. نتایج نشان می‌دهد که در شرایط کنونی، پیشران‌های موردبررسی در بخش مرکزی تهران وضعیت ناپایداری دارند. از بین عوامل کلیدی مؤثر، نیروهای پیشران مرکزیت و تمرکز امکانات، جدایی گزینی اجتماعی و ضعف اقتصادی، شیب اجتماعی شمال-جنوب، تحول نیازها، مهاجرت و حاشیه‌نشینی، سوداگری زمین، مرکزگریزی و خروج قشر متوسط، وجود بازار تاریخی و تراکم کاربری‌های خاص، افزایش ناامنی و محدودیت‌های ترافیکی و ساختمانی به ترتیب بیشترین تأثیر را بر تحولات بخش مرکزی تهران داشته‌اند. آینده تحولات فضایی کلان‌شهر تهران در پیوند مؤثر و متقابل با این نیروهای پیشران است.
