		<Abstract>&lt;strong&gt;A B S T R A C T&lt;/strong&gt;
Today, when more than half of the world&#039;s population live in cities, the percentage of the urban population will increase significantly during the next generation, as a result, almost two-thirds of the world&#039;s population will live in cities by 2050. The reduction of the population in the villages and the increase in the cities caused a major part of the world&#039;s producer population to become consumers. The ever-increasing growth of the urban population and the high demand for food-related to it have revealed the inadequacy of traditional/rural agricultural methods to supply urban centers&#039; food needs adequately.  In this research, urbanization and the risk of food insecurity and the approach to dealing with it have been discussed, emphasizing urban agriculture in Birjand city. The type of research that is applied is developmental.  The results show that according to the surveyed people, the food security of their basic commodities is average.  The location of Birjand city is in a dry and desert area, and climate changes and recent droughts have reduced the production of agricultural products. Also, the animal husbandry industry will be overshadowed, and the meat and dairy sectors will gradually be removed from the people&#039;s food basket.

&lt;strong&gt;Introduction&lt;/strong&gt;
Today, when more than half of the world&#039;s population lives in cities, the percentage of the urban population will increase significantly during the next generation, as a result, almost two-thirds of the world&#039;s population will live in cities by 2050.  The reduction of the population in the villages and the increase in the cities caused a major part of the world&#039;s producer population to become consumers.  The ever-increasing growth of the urban population and the high demand for food-related to it have revealed the inadequacy of traditional/rural agricultural methods to supply urban centers&#039; food needs adequately. The relative economic infrastructure, the relative improvement of the rural health situation, and intra-regional migrations developed rapidly. So, during 2015-2015, the city&#039;s population increased from 13,934 in 2015 to 203,636 in 2016.  FAO considers urban agriculture to be one of the effective ways to respond to the increase in the population of urban dwellers, especially in developing countries.  Based on the Food for Urban Dwellers program program, citizens are helped by FAO.  To participate in the production of food and nutrition for themselves and others.  A major part of these programs includes the use of land, urban green environments, and apartment spaces to produce fruits and vegetables.
&lt;strong&gt; &lt;/strong&gt;
&lt;strong&gt;Methodology&lt;/strong&gt;
In this research, urbanization and the risk of food insecurity and the approach to dealing with it have been discussed, emphasizing urban agriculture in Birjand city. The type of research that is applied is developmental.  Also, for indexing and measuring food security, indirect methods such as the use of income level and direct methods such as food security indicators through the standard food security questionnaire have been used; the research data was analyzed in two parts&lt;strong&gt;.&lt;/strong&gt;
&lt;strong&gt; &lt;/strong&gt;
&lt;strong&gt;Results and discussion&lt;/strong&gt;
The results show that according to the surveyed people, the food security of their basic commodities is average.  The location of Birjand city is in a dry and desert area, and climate changes and recent droughts have reduced the production of agricultural products.  With the decrease in agricultural production, there is an increase in prices.  Also, the animal husbandry industry will be overshadowed, and the meat and dairy sectors will gradually be removed from the people&#039;s food basket.  The per capita food consumption in Birjand is low compared to the national and international average.  According to experts, urban agriculture has a significant impact on food security; they believe that urban agriculture in poor neighborhoods that face food shortages will help in food diversity and a healthy diet and can be a solution to reduce economic sanctions and food crises resulting&lt;strong&gt; &lt;/strong&gt;from the war between Ukraine and Russia.  Finally, the advantage of this research is that it can be the source of ideas for the development of businesses and startups.
&lt;strong&gt; &lt;/strong&gt;
&lt;strong&gt;Conclusion&lt;/strong&gt;
According to Nakhegan, the results show that urban agriculture in poor neighborhoods that face food shortages contributes to food diversity and a healthy diet and can be a solution to reduce economic sanctions and food crises caused by the war between Ukraine and Russia.  Also, considering that the amount of water consumed by each household in Birjand city with a coefficient of 60% gray water is 3388 liters per subscription per day.  It can be used in the agriculture of Birjand city.  Finally, the advantage of this research is that it can be a source of ideas for the development of businesses and start-ups.

Preparation of a comprehensive and detailed urban green space plan in Birjand with an urban agriculture approach.
Urban agriculture can improve the amount of green per capita in Birjand city.

			<OtherAbstract Language="FA">کم شدن جمعیت در روستاها و افزایش جمعیت شهرها به دوسوم جمعیت دنیا، سبب شده که بخش عمده‌ای از جمعیت تولیدکننده جهان به مصرف‌کننده تبدیل شوند. در ایرآن‌هم شهر بیرجند به تبعیت از سایر شهرهای کشور پس از دهه 1340 به دلیل تقویت نسبی زیرساخت‌های اقتصادی، بهبود نسبی وضعیت بهداشت روستایی و مهاجرت‌های درون منطقه‌ای، به‌سرعت توسعه پیدا کرد. فائو یکی از راه‌های مؤثر در واکنش به افزایش جمعیت شهرنشینان به‌ویژه در کشورهای درحال‌توسعه را کشاورزی شهری می‌داند. این تحقیق با روش توصیفی - تحلیلی به دنبال بررسی وضعیت امنیت غذایی شهر بیرجند و راهکاری برای مقابله با آن با رویکرد کشاورزی شهری است. جامعه آماری این تحقیق شامل دو گروه شهروندان، کارشناسان می‌باشد. تجزیه‌وتحلیل داده‌های تحقیق در دو بخش صورت گرفت. در بخش آمار توصیفی از طریق جدول توزیع فراوانی، میانگین، انحراف معیار و ضریب تغییرات به خلاصه‌سازی و تحلیل داده‌های توصیفی استفاده شد. در بخش آمار استنباطی نیز برای فرضیات تحقیق از آزمون دوجمله‌ای استفاده‌شده است. نتایج نشان می‌دهد در جامعه شهروندان امنیت غذایی در حد متوسط است و مقایسه سرانه مصرف مواد غذایی شهر بیرجند در قیاس با میانگین کشوری و بین‌المللی پایین می‌باشد. از نظر متخصصان، کشاورزی شهری در امنیت غذایی تأثیر زیادی دارد. آن‌ها معتقدند که کشاورزی شهری در محلات فقیرنشین که با کمبود مواد غذایی مواجه‌اند، می‌تواند به تنوع غذایی و رژیم غذایی سالم کمک نماید. همچنین کشاورزی شهری راه‌حلی برای کاهش تحریم‌های اقتصادی و بحران‌های غذایی حاصل از جنگ اوکراین و روسیه است. مزیت این پژوهش حاضر در این نکته است که چالش‌ها و فرصت‌های مستخرج شده، می‌تواند مبدأ شکل‌گیری ایده‌ها برای توسعه کسب‌وکارها و استارت‌اپ‌های مبتنی بر کشاورزی شهری در شهر بیرجند باشد.</OtherAbstract>

		<Abstract>&lt;strong&gt;A B S T R A C T&lt;/strong&gt;&lt;br /&gt;This research aims to analyze and identify the drivers affecting urban social isolation using a structural analysis approach. The research method is explanatory and applied in terms of its objective. The statistical population consists of the scientific literature related to urban social isolation and the opinions of experts in this field. Data were collected using the Delphi technique. The MICMAC method was used to analyze and rank the factors. This method analyzes the complex relationships between variables and provides diagrams such as the influence-dependence diagram. The results showed that job instability is the most important factor affecting urban social isolation, directly and indirectly influencing other variables. Lack of trust in others, increased divorce rates, social withdrawal, and inadequate provision of social services were identified as other important factors. The findings are consistent with the existing literature on urban social isolation and emphasize the role of personal, socio-economic, and environmental factors in shaping isolation. These factors must be addressed simultaneously to reduce isolation and improve the quality of life in cities. The findings of this research can contribute to enhancing knowledge and awareness about urban social isolation, identifying the factors affecting it, and providing solutions to reduce this phenomenon. This can pave the way for adopting appropriate policies and measures to combat urban social isolation and improve the quality of life of urban residents&lt;br /&gt; &lt;br /&gt;&lt;strong&gt;Extended Abstract&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;Introduction&lt;/strong&gt;&lt;br /&gt;Urban isolation represents a critical challenge in modern urban planning, with profound implications for social cohesion, mental health, and quality of life. Characterized by reduced social interactions, diminished trust, and limited access to public spaces, urban isolation undermines the core functions of urban environments as hubs of community and collaboration. Rapid urbanization, socioeconomic disparities, and inadequate infrastructure have exacerbated this phenomenon, particularly in densely populated cities. Addressing urban isolation is not only vital for improving individual well-being but also for fostering sustainable urban development. This study aims to identify and analyze the key drivers of urban isolation using structural analysis, offering insights into the systemic interrelations that shape this complex issue.&lt;br /&gt;&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;Methodology&lt;/strong&gt;&lt;br /&gt;This research employs an explanatory and applied framework, utilizing the MICMAC structural analysis technique to unravel the interconnections among factors contributing to urban isolation. The study integrates a comprehensive data collection process through the Delphi method, engaging a panel of urban sociology, planning, and psychology experts. The iterative Delphi process ensured consensus on the critical variables influencing urban isolation.&lt;br /&gt;Key variables were categorized into three dimensions:&lt;br /&gt;&lt;br /&gt;Individual factors, including employment status, education level, and mental health.&lt;br /&gt;Socioeconomic factors such as social trust, income inequality, and cultural shifts.&lt;br /&gt;Environmental and infrastructural factors, including access to public spaces, urban density, and transportation networks.&lt;br /&gt;&lt;br /&gt;A structural matrix was constructed to map the direct and indirect relationships between these variables. Expert evaluations quantified the influence of each factor on others, which were subsequently analyzed using MICMAC software. This provided a detailed classification of variables into independent, dependent, linkage, and autonomous categories, highlighting their systemic roles and contributions.&lt;br /&gt;&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;Results and discussion&lt;/strong&gt;&lt;br /&gt;Employment instability emerges as the most influential factor, with the highest levels of both direct and indirect impact on other variables. This factor significantly affects individuals’ economic conditions, mental well-being, and capacity for social engagement. Unstable employment restricts access to resources necessary for participation in social activities, such as reliable transportation or recreational spaces. Furthermore, it creates a cascading effect, influencing community trust levels, increasing social inequalities, and exacerbating isolation. Employment instability also indirectly amplifies the effects of other systemic factors, such as economic disparities and access to services, making it a critical leverage point for intervention.&lt;br /&gt;Another prominent finding is the role of social trust as a cornerstone of community cohesion. A lack of trust among urban residents reduces their willingness to engage in social networks and participate in communal activities. This distrust often stems from broader societal issues such as economic insecurity, inequality, and cultural fragmentation. The shift towards individualism, while promoting personal freedom, has also weakened traditional community structures. As cultural values shift away from collective practices, opportunities for meaningful social interactions diminish, leading to heightened feelings of alienation. This dual role of cultural changes underscores the importance of balancing individual autonomy with communal support systems.&lt;br /&gt;The interconnected nature of the identified factors illustrates the systemic complexity of urban isolation. For instance, employment instability exacerbates economic inequality, reducing trust and access to community networks and creating feedback loops reinforcing isolation. Similarly, infrastructural deficits such as poor public transport or inaccessible services amplify these cycles by physically and socially isolating residents. These loops underscore the necessity of holistic interventions that address multiple factors simultaneously rather than isolated variables.&lt;br /&gt;The findings suggest that addressing urban isolation requires a multifaceted approach targeting both direct and systemic drivers. For example, improving employment opportunities and economic security can mitigate the cascading effects of instability. Investments in public infrastructure, particularly in transportation and public spaces, are essential for enhancing accessibility and fostering community engagement. Furthermore, trust-building initiatives and programs promoting social cohesion can strengthen interpersonal and community relationships, countering the erosion of traditional support systems.&lt;br /&gt;The results demonstrate that urban isolation is not merely the result of isolated factors but a systemic issue rooted in socioeconomic, cultural, and infrastructural dynamics. Effective policy interventions must consider this complexity, focusing on integrated solutions that target leverage points within the system. Urban planners and policymakers can foster environments that support connectivity, reduce isolation, and promote sustainable urban living by addressing employment stability, trust deficits, and infrastructural gaps.&lt;br /&gt;&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;Conclusion&lt;/strong&gt;&lt;br /&gt;Urban isolation is a multidimensional issue rooted in individual, socioeconomic, and infrastructural dynamics. This study highlights the importance of addressing systemic drivers, such as employment and trust deficits, while prioritizing infrastructural improvements, including transport accessibility and public space quality. Effective interventions must target these leverage points to disrupt the feedback loops perpetuating isolation.&lt;br /&gt;The findings provide a structured framework for policymakers to design holistic strategies to reduce urban isolation. By addressing direct and indirect influences, urban planners can foster environments that promote social interaction, strengthen community ties, and enhance overall urban resilience. Furthermore, integrating social trust-building measures, economic support systems, and culturally inclusive policies will mitigate the adverse effects of urban isolation. 			<OtherAbstract Language="FA">این پژوهش با هدف تحلیل و شناسایی پیشران‌های مؤثر بر انزوای شهری با رویکرد تحلیل ساختاری انجام‌شده است. روش پژوهش تبیینی و از نظر هدف کاربردی است. جامعه آماری شامل ادبیات علمی مرتبط با انزوای شهری و نظرات متخصصان این حوزه است. داده‌ها با استفاده از تکنیک دلفی جمع‌آوری و برای تحلیل و رتبه‌بندی عوامل، از روش میک‌مک استفاده شد. این روش، روابط پیچیده بین متغیرها را تحلیل و نمودارهایی مانند نمودار تأثیر-وابستگی ارائه می‌دهد. نتایج پژوهش نشان داد که بی‌ثباتی شغلی مهم‌ترین عامل مؤثر بر انزوای شهری است و به‌طور مستقیم و غیرمستقیم بر سایر متغیرها تأثیر می‌گذارد. عدم اعتماد به دیگران، افزایش نرخ طلاق، تجربه فرهنگ فردگرایانه و ارائه ناکافی خدمات اجتماعی از دیگر عوامل مهم شناسایی شدند. یافته‌ها با ادبیات موجود در مورد انزوای شهری همسو بوده و بر نقش عوامل شخصی، اجتماعی-اقتصادی و محیطی در شکل‌گیری انزوا تأکید دارند. برای کاهش انزوا و بهبود کیفیت زندگی در شهرها، باید به‌طور هم‌زمان به این عوامل پرداخته شود. یافته‌های این تحقیق می‌تواند به ارتقای دانش و آگاهی در مورد انزوای شهری، شناسایی عوامل مؤثر بر انزوای شهری و ارائه راهکارهای کاهش این پدیده کمک کند. این امر می‌تواند زمینه‌ساز اتخاذ سیاست‌ها و اقدامات مناسب برای مقابله با انزوای شهری و ارتقای کیفیت زندگی ساکنان شهرها شود.</OtherAbstract>

		<Abstract>&lt;strong&gt;A B S T R A C T&lt;/strong&gt;&lt;br /&gt;Smart and resilient cities are two different concepts, but they can be combined to improve citizens&#039; lives in the face of various challenges. therefore, in the present study, the factors influencing the formation of a smart city based on infrastructural resilience were examined. Data collection was carried out using a library method and a questionnaire. Data analysis was carried out using factor analysis and multivariate regression testing in SPSS software and structural equation modeling in the IMOS software environment. The results of the factor analysis showed that utilizing smart energy-based infrastructures to reduce vulnerability is the first factor in forming a smart city based on infrastructural resilience in Ahvaz. Also, factors such as infrastructure and social capital, smart urban infrastructure management, and smart and integrated management of information infrastructure for realizing a resilient smart city have been ranked second to fourth, respectively. The results also showed that the 6 extracted factors of infrastructure resilience account for 0.723 percent of the variance of the smart city variable; utility and energy infrastructure affects the realization of a smart city by 53.7 percent, institutional-management infrastructure by 63.1 percent, and social infrastructure by 27.3 percent. Smartization of rescue and relief services such as firefighting, construction of smart routes for special vehicles and service providers, optimal planning of smart neighborhoods based on social capital, and smart and integrated management of information, energy, and utility infrastructure are among the suggestions presented based on the results of the research.&lt;br /&gt;&lt;strong&gt;Extended abstract&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;Introduction&lt;/strong&gt;&lt;br /&gt;Today, the smart city is a potential strategy and process for effective urban development that can lead to solving a wide range of current urban issues, including population growth, land use, urban infrastructure, traffic, and urban congestion, etc., which is of interest to many countries the world is also placed. Also, on the other hand, due to the increase in population and the subsequent accumulation of sensitive, vital, and important assets and infrastructures in cities, ensuring the security of cities and strengthening the resilience and stability of cities to continue providing services to citizens in order to improve the living quality of urbanization and provide security is very important, especially in times of crisis. Based on the mentioned cases, it can be said that today, smart cities are a potential strategy and process for urban development, and dealing with urban crises can lead to solving a wide range of current urban problems. However, resilience is a crucial concept that cities must adopt. It prepared for crises and accidents. Therefore, in the current research, the factors that influence the formation of a smart city based on infrastructure resilience have been investigated.&lt;br /&gt; &lt;br /&gt;&lt;strong&gt;Methodology&lt;/strong&gt;&lt;br /&gt;This research was applied, and its method was based on descriptive analysis. The required data were collected through library studies and field surveys and were analyzed using the exploratory and confirmatory factor analysis methods. The statistical community included experts and experts related to the research subject; the sample size was 100 people (minimum quorum for descriptive analysis), which was calculated according to the Delphi method and systematically and purposefully based on their work records related to resilience. The questionnaire data were extracted with the help of exploratory factor analysis in the SPSS software environment and then analyzed through the multivariate regression test. Then, the structural equation modeling of the data was drawn in the AMOS software environment.&lt;br /&gt;&lt;strong&gt;Results and discussion &lt;/strong&gt;&lt;br /&gt;The exploratory factor analysis method was used to interpret 31 smart city variables based on infrastructural resilience. The results of this study showed that the factor of utilizing smart energy-oriented infrastructures in order to reduce vulnerability with 18.73% accounted for the highest percentage of the variance of realizing a smart city based on infrastructural resilience. The factor of realizing a resilient smart city based on infrastructure and social capital, smart urban infrastructure management, smart and integrated management of information infrastructure, smart energy management, and smart infrastructure efficiency to provide services during disasters, respectively, with allocation 14.59, 11.507, 10.957, 9.231 and 6.98 percent of the variance of the second to sixth place have been assigned to them.&lt;br /&gt; &lt;br /&gt;&lt;strong&gt;Conclusion&lt;/strong&gt;&lt;br /&gt;The confirmatory factor analysis results, with the help of structural equation modeling, also showed that the extracted 6 factors of infrastructural resilience accounted for 0.723% of the variance of the smart city in Ahvaz. The evaluation of the smart city based on its utility and energy infrastructure, institutional management infrastructure, and social infrastructure revealed the following results:&lt;br /&gt;- The utility and energy infrastructure contributes 53.7% to the realization of the smart city;&lt;br /&gt;- The institutional management infrastructure accounts for 63.1% of the realization;&lt;br /&gt;- The social infrastructure has a lesser impact, contributing only 27.3% to the realization of the smart city.&lt;br /&gt;Concerning infrastructural resilience for the realization of a smart city, attention to smart infrastructure management based on updating and optimizing urban infrastructure, optimal and intelligent planning based on the management of telecommunications, information infrastructures, and smart infrastructures about growth and development using information and communication technology, paying attention to the social infrastructure based on the capacity of institutions, institutions and the capacity of systems in a city and smart infrastructure management with regard to the smartening of rescue services were important. In line with the aim of the research, the following suggestions could be made:&lt;br /&gt;The existence of smart governance in Ahvaz based on the approach of strengthening urban infrastructure; explaining the development strategies of Ahvaz based on a resilient smart city with an emphasis on management and energy infrastructure; Smartening rescue and rescue services such as firefighting; building smart routes for the movement of special vehicles and service providers; optimal planning of smart neighborhoods based on social capital, etc.&lt;br /&gt; &lt;br /&gt;&lt;strong&gt;Funding&lt;/strong&gt;&lt;br /&gt;There is no funding support.&lt;br /&gt; &lt;br /&gt;&lt;strong&gt;Authors’ Contribution&lt;/strong&gt;&lt;br /&gt;Authors contributed equally to the conceptualization and writing of the article. 			<OtherAbstract Language="FA">شهر هوشمند و تاب‌آور دو مفهوم متفاوت هستند، اما می‌توانند با یکدیگر ترکیب شوند تا بهبود زندگی شهروندان را در مواجهه با چالش‌های مختلف تسهیل کنند. استفاده از فناوری‌های پیشرفته در ساختار شهر هوشمند می‌تواند به تقویت تاب‌آوری شهر در مواجهه با چالش‌های مختلف کمک کند، لذا، در پژوهش حاضر عوامل تأثیرگذار در شکل‌گیری شهر هوشمند بر اساس تاب‌آوری زیرساختی موردبررسی قرار گرفت. جمع‌آوری داده‌ها به روش کتابخانه‌ای و پرسشنامه انجام گرفت. تجزیه‌وتحلیل داده‌ها به کمک تحلیل عاملی و آزمون رگرسیون چند متغیر در نرم‌افزار اس.پی اس. اس و مدل‌سازی معادلات ساختاری در محیط نرم‌افزار ایموس صورت پذیرفت. نتایج تحلیل عاملی نشان داد عامل بهره‌گیری از زیرساخت‌های انرژی محور هوشمند در جهت کاهش آسیب‌پذیری نخستین عامل شکل‌گیری شهر هوشمند بر اساس تاب‌آوری زیرساختی در شهر اهواز به شمار می‌آید. هم‌چنین، عواملی همچون؛ زیرساخت‌ها و سرمایه اجتماعی، مدیریت زیرساخت‌های هوشمند شهری و مدیریت هوشمند و یکپارچه زیرساخت‌های اطلاعاتی جهت تحقق شهر هوشمند تاب‌آور به ترتیب رتبه دوم تا چهارم را به خود اختصاص داده‌اند. نتایج همچنین نشان داد عوامل شش‌گانه استخراج‌شده تاب‌آوری زیرساختی 723/0 درصد از واریانس متغیر شهر هوشمند، سپس، زیرساخت تأسیساتی و انرژی به میزان 7/53 درصد بر تحقق شهر هوشمند، زیرساخت نهادی-مدیریتی 1/63 درصد بر تحقق شهر هوشمند و زیرساخت اجتماعی 27/3 درصد بر تحقق شهر هوشمند اثرگذار است. هوشمند سازی خدمات امداد و نجات مثل آتش‌نشانی، ساخت مسیرهای هوشمند جهت حرکت خودروهای ویژه و خدمات رسان، برنامه‌ریزی مطلوب محلات هوشمند بر اساس سرمایه اجتماعی و مدیریت هوشمند و یکپارچه زیرساخت‌های اطلاعاتی، انرژی و تأسیساتی از جمله پیشنهادهایی است که بر اساس نتایج پژوهش ارائه‌شده است.</OtherAbstract>

		<Abstract>&lt;strong&gt;A B S T R A C T&lt;/strong&gt;
In most developing countries, including Iran, the urban development planning and management system is centralized. The central government&#039;s decisive intervention in policy-making and social planning in these countries has led to severe weaknesses in local governance and comprehensive civic institutions in cities. The present study is innovative in order to investigate the two-way relationship between the two new concepts of good urban governance and resilience and to present a structural model for the study area. The purpose of this article is to study urban resilience with the approach of good urban governance in Shemiran No neighborhood. The present research method is applied in terms of purpose, descriptive-analytical in nature and is a combination of two qualitative methods (experts questionnaire) and quantitative (residents questionnaire) in Shemiran No neighborhood. To analyze the data, the results of Kolmogorov-Smirnov test and normal distribution of data, t-test was used. The results of the research show that among the variables of good urban governance, except for the two variables of rule of law and justice and fairness, the rest of the variables have a significant relationship with the dependent variable. In order to investigate the different dimensions of resilience in Shemiran No neighborhood according to the output of Kolmogorov-Smirnov test results and normal distribution of data, T-test has been used which shows the resilience. Resilience is not in a good situation in this neighborhood. Applying the principles of good urban governance is an undeniable necessity for the present and future vision of city management. Components such as transparency, accountability, participatory, rule of law, efficiency, consensus, justice, strategic vision and decentralization can play a central role in management plans as a way out of current problems and outline the future prospects. &lt;strong&gt;Extended Abstract&lt;/strong&gt;
&lt;strong&gt;Introduction&lt;/strong&gt;
Today, the issue of resilience, especially urban resilience, is one of the most critical issues for human societies against natural hazards. One of the most important ideas that have been proposed in the current decade in both crisis and urban management is to create resilient cities that are resistant to various crises. Today, governments try to use a combination of non-structural and structural methods instead of structural management and try to make settlements resilient. Thus, it can be said that urban management is formed from the organization of agents, forces, and resources to manage the affairs and meet the needs of city residents and includes the functions of planning, implementation, monitoring, and control. Urban management in the world has undergone a fundamental change and cities are managed for it to provide welfare and comfort to their residents. Urban management in the future in general and in the 21st century, in particular, will face a kind of challenge that is itself a function of technological, demographic, economic, political and international developments. Meanwhile, the existence of economic and managerial problems among managers and decision-makers in developing countries has also prevented the adoption of operational solutions to solve this problem. The present study is innovative in investigating the two-way relationship between the two new concepts of good urban governance and resilience and presenting a structural model for the study area. &lt;strong&gt;Methodology&lt;/strong&gt;
The present study was conducted to present an urban resilience model with the approach of good urban governance in Shemiran-e-Now neighborhood of Tehran. The present research is descriptive-analytical and developmental, and causal-comparative in terms of purpose. The statistical population of this study is the population of Shemiran-e-Now neighborhood (45872 people). The sample size was 384 using Cochran&#039;s formula, which in order to achieve more scientific results, the sample size was increased to 400. The sampling method in this study was simple random. The data collection method to answer the research questions was both documentary and field. The tools used in the field method are questionnaires and interviews. Based on the extracted variables of the research, we designed two types of questionnaires. The first questionnaire is about urban resilience variables and the second one is about urban governance variables. The variables related to urban resilience and good urban governance used in this study are also shown. The validity of research questionnaires is a type of face validity, and the test has assessed the reliability of questionnaires.
 
&lt;strong&gt;Results and discussions &lt;/strong&gt;
T-test was used to investigate the different dimensions of resilience in Shemiran-e-New neighborhood according to the Kolmogorov- Smirnov test results and the normality of data distribution. In the analysis of the findings, we concluded that all the dimensions studied in the final analysis are lower than normal and are not in good condition in the study area. In measuring the degree of good urban governance in Shemiran No neighborhood, the degree of desirability of the indicators was considered somewhat unfavorable and sometimes in completely unfavorable conditions. If these indicators are evaluated generally, we can say that these are moderate. Calculated at the regional level are undesirable. In analyzing the research findings, it was generally considered undesirable in Shemiran-e-Now neighborhood of Tehran. Therefore, due to the increasing complexity and complexity of urban management problems in developing countries, including Iran, the application of the principles of good urban governance is an undeniable necessity for the present and future vision of urban management. Components such as transparency, accountability, participation, rule of law, efficiency, consensus, justice, strategic vision and decentralization can play a central role in Iran urban management plans as a way out of current problems and outline the future. In the analysis of the findings, it can be seen that the greatest influence is related to the social dimension (the level of participation of individuals and non-governmental organizations) and then the infrastructure dimension (urban facilities and equipment required in the area). The analysis of the institutional-managerial dimension (related organizations) and the physical dimension (neighborhood structure and existing perspectives) are both on the same level, and the lowest influence is associated with the economic dimension (lack of budget and economy of the residents of the area).
 
&lt;strong&gt;Conclusion&lt;/strong&gt;
In the new era where widespread urbanization and the emergence of large cities and large metropolitan areas along with the formation and occurrence of complex problems in various economic, social, physical, institutional, etc. in cities and urban areas is the dominant aspect, focusing on traditional approaches to governing cities and urban areas is no longer the focus of international organizations and theorists active in urban management issues. In this regard, in order to take advantage of the capacities of residents and stakeholders in the process of urban management and reduce the existing complex problems, a new approach called &quot;good urban governance&quot; was designed and presented by important international organizations such as the United Nations Development Program, the World Bank, the United Nations Housing Program, which is  based on important and effective indicators such as participation, efficiency, legality, transparency, equality, accountability, strategic vision, security, consensus, etc. Laying the groundwork and establishing a new approach in the new urban management process requires significant changes. These important changes in the transition from government to local governance require changes in maps and relationships. Accordingly, in this study, the concept of accountability by adapting the principles and indicators of good urban governance presented by critical global organizations has been analyzed concerning indicators including accountability, legality, participation, transparency, justice, efficiency and effectiveness, agreement, community-oriented, and consensual orientation. Considering the output of the calculations, based on the opinions of experts and related managers, it was found that Shemiran-e-Now neighborhood is in an unsuitable level in all aspects of resilience (economic, social, physical, infrastructure, and institutional-management).

			<OtherAbstract Language="FA">در بیشتر کشورهای درحال‌توسعه از جمله ایران، نظام برنامه‌ریزی و مدیریت توسعه شهری به‌صورت متمرکز است. مداخله قاطع دولت مرکزی در سیاست‌گذاری و برنامه‌ریزی‌های اجتماعی در این کشورها ضعف شدید مدیریت‌های محلی و نهادهای جامع مدنی را در شهرها به دنبال داشته است. تحقیق حاضر به بررسی رابطه دوسویه دو مفهوم نوین حکمروایی خوب شهری و تاب‌آوری و ارائه الگوی ساختاری برای محدوده موردمطالعه دارای نوآوری است. هدف این مقاله بررسی تاب‌آوری شهری با رویکرد حکمروایی خوب شهری در محله شمیران نو است. روش تحقیق حاضر از لحاظ هدف، کاربردی، از لحاظ ماهیت، توصیفی- تحلیلی است و ترکیبی از دو روش کیفی (پرسش‌نامه خبرگان) و کمی (پرسش‌نامه ساکنان) در محله شمیران نو می‌باشد. برای تجزیه‌وتحلیل داده‌ها از نتایج آزمون کلموگروف- اسمیرونف و نرمال بودن توزیع داده‌ها، از آزمون تی تک نمونه‌ای (T-test) استفاده‌شده است. نتایج یافته‌های پژوهش نشان می‌دهد که از بین متغیرهای حکمروایی مطلوب شهری به‌جز دو متغیر حاکمیت قانون و عدالت و انصاف بقیه متغیرها با متغیر وابسته رابطه معنی‌داری وجود دارد. برای بررسی ابعاد مختلف تاب‌آوری محله شمیران نو با توجه به خروجی نتایج آزمون کلموگروف- اسمیرونف و نرمال بودن توزیع داده‌ها، از آزمون تی تک نمونه‌ای (T-test) استفاده‌شده است که نشان می‌دهد تاب‌آوری در این محله وضعیت مطلوبی ندارد. به‌کارگیری اصول حکمروایی خوب شهری ضرورت انکارناپذیر حال و چشم‌انداز آینده مدیریت شهرهاست. مؤلفه‌هایی چون شفافیت، پاسخگویی، مشارکت طلبی، قانون مداری، کارآمدی، اجماع گرایی، عدالت، بینش راهبردی و تمرکززدایی می‌تواند به‌عنوان برون‌رفت از مشکلات فعلی و ترسیم مطلوب چشم‌انداز آینده نقش محوری در برنامه‌های مدیریت شهری ایران ایفا کند.</OtherAbstract>

		<Abstract>From ancient times, Islamic buildings, especially mosques, have been one of the most important and fundamental elements in the development of cities. The construction of mosques played a special role in the development of cities, and in Islamic cities, they are defined as symbols of glory and, to some extent, as symbols of Islamic identity. Religious buildings, such as churches and mosques, have always been an integral part of urban designs, and mosques have played a prominent role in shaping the urban form and development process. This article aims to demonstrate the importance, position, and role that mosques play in the city of Yazd as a main manifestation of their identity role in the city&#039;s development. Through various analytical methods and tools, this article aims to emphasize the significance of mosques in the urban development of Yazd. Therefore, this research is analytical and based on field surveys, which can be considered as one of the applied methods in this field in terms of purpose. The tools used in the research process include Geographic Information System (GIS) and spatial analysis tools for displaying the spatial development trend of the city. The research results indicate that the spatial distribution of mosques has a close relationship with urban development. Thus, spatial information about mosques in a historical period can be used to examine the city&#039;s development during that period.
&lt;strong&gt;Extended Abstract&lt;/strong&gt;
&lt;strong&gt;Introduction&lt;/strong&gt;
Yazd is a historical city with an ancient background. This city, during the pre-Islamic period and until the rule of the Al-Kakoyeh, held a similar status to that of the villages like Aqda, Haftadar, Faharj, and other villages of that era. From the early days of Islam, during the time of Uthman until the late 4th century AH, it continued to exist as a small town alongside other living centers. After this period, Yazd attracted the attention of rulers. With its development, several buildings were erected in the city, among which the mosques built during various periods are of significant importance. Numerous mosques in the religious and scientific center of Yazd are historically, artistically, and architecturally significant. These places can be categorized into two types as neighborhood and congregational mosques, with the former being simple and unadorned, consisting of a domed hall, courtyard, hot room, and winter prayer hall. The purpose of this article is to answer the question:
-Can the historical development of Yazd city after Islam be examined through the historical and geographical information related to the location and position of its mosques?
Accordingly, we hypothesize that the spatial distribution of mosques in Yazd can reflect the constructed urban areas and, in other words, the city&#039;s development during different periods.
 
&lt;strong&gt;Methodology&lt;/strong&gt;
In this research, the study method is of an analytical-survey type, conducted by collecting necessary information using both library and field study approaches. The data collection method is based on documentary methods, which involve consulting books, publications, and relevant scientific websites, along with note-taking, organizing, and summarizing the materials. In the main section of the research, a survey method was utilized, and observation and interviews were the primary techniques considered. A cluster sampling method was employed to select the participants examined in this study. Initially, the development trend of Yazd over different years was extracted, and then, among the mosques in Yazd, historical mosques of significant age, which predominantly aligned with the city’s development path, were selected as case studies. In this context, the tools used for data analysis also include Geographic Information Systems (GIS) and spatial analysis tools.
&lt;strong&gt; &lt;/strong&gt;
&lt;strong&gt;Results and discussion&lt;/strong&gt;
The periods studied in this article span from the advent of Islam until the 14th century of the Islamic calendar (late Qajar period) and are divided into six periods based on significant ruling dynasties in the city. These periods are the rule of the Al-Kakuyah, the Atabakan, the Al-Muzaffar, the Timurid, the Safavid, and the Qajar. The constructed areas of the city during these periods were determined using various sources, and their maps were prepared using GIS. In 443 AH, the rulers of the Al-Kakuyah aimed to develop the city, which expanded around its initial core and to the southwest. The second period pertains to the rule of the Atabakan in Yazd. During this time, the city developed towards its eastern and southeastern sides. In the period of the Al-Muzaffar, the city&#039;s expansion can be seen in both the southeastern and southwestern directions. During the Timurid period, the city expanded to the south. One significant reason for the change in the direction of the city&#039;s development towards the south may be attributed to the establishment of the Amir Chakhmaq complex during this period, which laid the groundwork for the formation and growth of the city center in subsequent periods. In the Safavid era, the city expanded more towards the west and southwest, and during the Qajar period, Yazd&#039;s development was directed towards the south and southwest.
 
&lt;strong&gt;Conclusion&lt;/strong&gt;
The results indicate that during the Atabakan period, the average center of mosques shifted northward towards the city center. The expansion of mosques within the city limits and around the central core during this period was the reason for this trend. In the Al-Muzaffar period, the average center deviated slightly to the south and shifted westward, while in the Timurid and Safavid periods, it leaned towards the southwest. During the Qajar period, the average center moved southward.

			<OtherAbstract Language="FA">مساجد در توسعه تاریخی شهرها جایگاه ویژه‌ای دارند و نقش مهمی در شکل‌گیری هویت فرهنگی، اجتماعی و مذهبی این شهر ایفا کرده‌اند. از دیرباز، بناهای اسلامی مخصوصاً مساجد در شهرها یکی از مهم‌ترین و اساسی‌ترین عناصر تشکیل‌دهنده در توسعه شهرها به شمار می‌آمدند و بنای مساجد نقش ویژه‌ای در توسعه شهرها داشته و در شهرهای اسلامی نمادی شکوهمند و به‌نوعی سمبل هویت اسلامی تعریف می‌شوند. ساختمان‌های مذهبی، مانند کلیساها و مساجد، همیشه یکی از عناصر جدایی‌ناپذیر طرح‌های شهری بوده‌اند و مساجد به‌عنوان با اهمیت‌ترین فضای معماری نقش پررنگی را در شکل‌گیری فرم شهری و روند توسعة آن بر عهده داشته است. مقاله حاضر سعی بر آن دارد تا با بررسی اهمیت، جایگاه و نقشی که مساجد در شهر برای نشان دادن جلوه‌گاه اصلی نقش هویتی که در توسعه شهر یزد دارند را نشان داده و با استفاده از روش‌ها و ابزارهای مختلف تحلیل، نقش و جایگاه مساجد در توسعه شهر یزد را نمایان سازد. ازاین‌رو پژوهش حاضر تحلیلی و متکی بر پیمایش‌های میدانی است که از لحاظ هدف نیز می‌تواند در زمره روش‌های کاربردی در این زمینه قرار گیرد. ابزارهای مورداستفاده در فرایند تحقیق شامل سیستم اطلاعات جغرافیایی (GIS) و ابزارهای تحلیل فضایی (Spatial statistics) جهت‌نمایش روند توسعه فضایی شهر است. نتایج تحقیق نشان می‌دهد که توزیع فضایی مساجد رابطه نزدیکی با توسعه شهری دارد؛ بنابراین از اطلاعات مکانی مساجد در یک دوره تاریخی می‌توان برای بررسی توسعه شهر در آن دوره استفاده کرد.</OtherAbstract>

		<Abstract>&lt;strong&gt;A B S T R A C T&lt;/strong&gt;
The topic of participation and social learning has garnered significant attention from urban planners today and plays a crucial role in the success of urban development projects. However, the role of children as a group of citizens has often been overlooked. This paper is based on a collaborative project between the steering and monitoring body of Tehran&#039;s urban development plans and an executive-research team. The project aimed to create opportunities for children&#039;s participation in the process of revising Tehran&#039;s comprehensive plan and to understand children&#039;s perspectives on their ideal Tehran. To this end, 100 students aged 10 to 11 participated, and group drawing techniques, semi-structured interviews, and focus groups were utilized for data collection. Thematic analysis was employed to analyze the collected data. The research findings indicate that despite children&#039;s limited knowledge of urban concepts, their attention to the main dimensions of urban development is broad. This attention can be categorized within social, physical, environmental, managerial, and economic dimensions, as well as the components of a vibrant, inclusive city with social cohesion, a city that fosters a sense of belonging among citizens, is connected to nature, conserves natural resources, has economic efficiency, is smart and up-to-date, possesses a diverse image, offers diverse physical structures and housing, and exhibits physical sustainability. One of the achievements of this executive-research endeavor is the establishment of a foundation for children&#039;s participation in envisioning urban development plans by the relevant authority. Alongside creating these platforms, leveraging these components and prioritizing them in the process of revising Tehran&#039;s comprehensive plan can be a fundamental step towards strengthening participatory dimensions and realizing a desirable Tehran from the citizens&#039; perspective.
&lt;strong&gt;Extended Abstract&lt;/strong&gt;
&lt;strong&gt;Introduction&lt;/strong&gt;
Urban planning theories in today&#039;s world emphasize participation and humanization of plans more than in the past because participation is one of the requirements of urban life, and it is realized when every urban dweller feels responsible and becomes responsible and participatory citizens from typical urban dwellers. Therefore, participatory urban planning worldwide emphasizes institutionalizing citizens&#039; presence in decision-making processes about cities. For this reason, urban designers and planners have increasingly noticed the topic of social participation and learning and its application in urban planning. It plays a significant role in the success and acceptability of urban development plans. In many cases, the role of children as a third of the world&#039;s citizen population has been neglected. In short, the reasons for the importance of children&#039;s participation include supporting the right of children to participate, increasing democratic processes and the need to fulfill legal responsibilities, improving relevant services and supporting children in local communities, more awareness of the urban environment and decision-making processes, and improving decision-making. Children&#039;s skills were mentioned, especially in relation to civic participation in society, promoting positive communication with society, increasing the sense of belonging to the city, and promoting empowerment to help children&#039;s self-esteem. This research seeks to answer the basic question:
-What are the characteristics of the desirable vision of Tehran city from the perspective of children that should be taken into consideration in the process of revising the comprehensive plan?
&lt;strong&gt; &lt;/strong&gt;
&lt;strong&gt;Methodology&lt;/strong&gt;
The present article is prepared based on a joint project between the Tehran Urban Planning Agency and a ten-member executive-research team to create grounds for children&#039;s participation. In revising the comprehensive plan for Tehran 2016, we aimed to understand children&#039;s visions of their ideal city. To achieve this, we employed a multi-method approach that included group discussions, focus groups, brainstorming sessions, and consensus-building among children. This process was based on semi-structured interviews and picture drawings, allowing us to actively involve children in creating a vision of their ideal Tehran. With this aim, 100 students in the age group of 10 to 11 years and the fourth grade of elementary school, including two groups of boys and two groups of girls, participated in the 8th district of Tehran in four workshops in six hours. The vision of Tehran is ideal because they depicted their views in groups of 4 to 6 people in a cooperative manner.
&lt;strong&gt; &lt;/strong&gt;
&lt;strong&gt;Results and discussion&lt;/strong&gt;
Finally, outputs of text-painting-collage type were extracted; based on the review of the CDS and Ergon landscape models, one of the main and essential foundations of landscape creation is its partnership.  In other words, it means &quot;common and collective vision.&quot; Therefore, the children, in the form of focused groups and with the presence of a facilitator, note down the wishes and preferences of the children without shaping their ideas, and this illustrates the ideal vision of Tehran metropolis. Since one of the appropriate analytical techniques in qualitative research is thematic analysis, which can be used well to identify patterns in qualitative data, in this research, in order to extract the ideal vision of Tehran from the eyes of children, using thematic analysis method, It has been used in such a way that the data extracted from the implementation stage and the result of discussion in the focus groups have entered the process of thematic analysis and the Atlas.ti software. The research findings indicate that despite children&#039;s little knowledge of urban concepts, their attention to the main dimensions of urban development is broad, and they think about their city in the form of 5 social, physical, environmental, managerial, and economic dimensions. The children participating in this workshop are divided into 12 components, including a lively city, a welcoming city, a city with social cohesion, a city that inspires a sense of belonging among citizens, a city in connection with nature, a city that preserves natural resources, an economically efficient city, a smart city, an up-to-date metropolis, a city with a diverse view and landscape, a city with diverse housing, and a city with physical stability have been implicitly taken into consideration.  Having a &quot;happy and lovable city,&quot; &quot;technological progress,&quot; paying attention to &quot;recreation and entertainment,&quot; and the proper condition of natural resources such as &quot;proper condition of air, soil and water resources&quot; are at the top of children&#039;s wishes for having a desirable city.

&lt;strong&gt;Conclusion&lt;/strong&gt;
Benefiting from these components and giving priority to them in revising the comprehensive plan of Tehran can be considered a fundamental step in strengthening the participatory dimensions and realizing the desirable Tehran from the citizens&#039; point of view. Considering children in this process can contribute to the sustainability of the city. In this way, the collaborative visioning workshop on the future of Tehran from the perspective of children has been in search of children&#039;s image of the future of Tehran city. This image is supposed to create a vision of the future development of a sustainable Tehran through the participation of future generations, along with many other images of other citizens about Tehran.

			<OtherAbstract Language="FA">امروزه موضوع مشارکت و یادگیری اجتماعی موردتوجه شهرسازان قرارگرفته و نقش به‌سزایی در موفقیت طرح‌های توسعه شهری دارد، این در حالی است که در بسیاری از موارد نقش کودکان به‌عنوان گروهی از شهروندان، عموماً مورد غفلت بوده است. مقاله حاضر بر اساس یک طرح مشترک میان نهاد راهبری و پایش طرح‌های توسعه شهری تهران و یک تیم اجرایی ـ پژوهشی با هدف ایجاد زمینه‌های مشارکت کودکان در فرایند بازنگری طرح جامع شهر تهران و فهم چشم‌انداز کودکان درباره تهران مطلوبشان تهیه‌شده است. بدین منظور، با مشارکت 100 دانش‌آموز در گروه سنی 10 تا 11 سال و بهره‌مندی از تکنیک‌های نقاشی گروهی، مصاحبه‌های نیمه ساختاریافته و گروه متمرکز برای جمع‌آوری داده‌ها و از روش تحلیل مضمون جهت تحلیل داده‌ها استفاده‌شده است. یافته‌های پژوهش حاکی از آن است که با وجود دانش اندک کودکان پیرامون مفاهیم شهری، توجه آن‌ها به ابعاد اصلی توسعه شهری، گسترده بوده و در قالب ابعاد اجتماعی، کالبدی، زیست‌محیطی، مدیریتی، اقتصادی و مؤلفه‌های شهر سرزنده، پذیرا، دارای انسجام اجتماعی، برانگیزاننده حس تعلق شهروندان، در پیوند با طبیعت، حافظ منابع طبیعی، دارای کارآمدی اقتصادی، هوشمند، روزآمد، دارای سیمای متنوع، دارای کالبد و مسکن متنوع و دارای پایداری کالبدی قابل‌طبقه‌بندی است. از دستاوردهای این کار اجرایی ـ پژوهشی می‌توان به بسترسازی مشارکت کودکان در چشم‌انداز سازی طرح‌های توسعه شهری، توسط سازمان مرجع اشاره نمود. در کنار ایجاد این بسترها، بهره‌مندی از مؤلفه‌ها و اولویت‌بخشی به آن‌ها در فرایند بازنگری طرح جامع شهر تهران می‌تواند گامی اساسی در راستای تقویت ابعاد مشارکتی و تحقق تهران مطلوب از دیدگاه شهروندان به شمار آید.</OtherAbstract>
