تحلیل ساختاری توسعه کارآفرینی مؤثر در پایداری شهرهای جدید مطالعه موردی: شهر جدید پرند

چکیده
در سال‌های اخیر، توسعه شهرهای جدید به‌منظور کاهش فشار جمعیتی از کلان‌شهرها، توزیع عادلانه خدمات و ایجاد تعادل فضایی، به یکی از سیاست‌های کلیدی در نظام برنامه‌ریزی شهری ایران تبدیل‌شده است. بااین‌حال، اغلب این شهرها به دلیل ضعف در پیوندهای اقتصادی، ناکارآمدی زیرساختی و نبود فرصت‌های شغلی پایدار، به سکونت‌گاه‌هایی وابسته و غیرمولد تبدیل‌شده‌اند. پژوهش حاضر با هدف تحلیل ساختاری توسعه کارآفرینی مؤثر در پایداری شهرهای جدید، مطالعه موردی شهر جدید پرند را در دستور کار قرار داده است. روش تحقیق ترکیبی و از نوع توصیفی–تحلیلی و اکتشافی–تبیینی است. در مرحله کیفی، از تحلیل مضمون برای استخراج مضامین زیست‌بوم کارآفرینی با مشارکت ۲۰ نفر از خبرگان استفاده شد و شش مضمون اصلی با ۲۸ شاخص استخراج گردید. در مرحله کمی، داده‌های حاصل از پرسش‌نامه با مشارکت ۳۸۴ نفر از ساکنان پرند، با استفاده از نرم‌افزارهای SPSS و LISREL تحلیل شد. نتایج تحلیل عاملی تأییدی و مدل‌سازی معادلات ساختاری نشان داد که ساختارهای نهادی و سیاست‌های حمایتی، رهبری محلی و کنشگری جمعی، مؤثرترین عوامل در تقویت زیست‌بوم کارآفرینی و ارتقای پایداری شهری هستند. همچنین، چالش وابستگی اقتصادی و ضعف هویت شهری، به‌عنوان موانع ساختاری توسعه کارآفرینی محلی شناسایی شدند. پژوهش بر ضرورت یکپارچه‌سازی مداخلات نهادی، زیرساختی و فرهنگی در طراحی سیاست‌های توسعه‌ای شهرهای جدید تأکید دارد و چارچوبی مفهومی برای ارتقای کارآفرینی پایدار در شهرهای نوظهور کشور ارائه می‌کند.
