تحلیل عوامل مؤثر بر تحقق حکمروایی هوشمند شهری مطالعه موردی: منطقه 12 شهر تهران

چکیده
نبود مشارکت کافی و جدایی فعالیت و عملکرد نظام مدیریت شهری از فضای فکری شهروندان مسئله‌ای است که طی سال‌های مختلف کمتر موردتوجه قرارگرفته است؛ به نظر می‌رسد قابلیت‌های حکمروایی هوشمند شهری می‌تواند زیرساخت مناسبی برای برقراری ارتباط بین نظام مدیریت شهری و شهروندان ایجاد کند. ازاین‌رو پژوهش حاضر باهدف تحلیل عوامل مؤثر بر تحقق حکمروایی هوشمند شهری نوشته شد. پژوهش حاضر از نظر هدف کاربردی، و از نظر روش توصیفی-تحلیلی است. در راستای گردآوری داده‌ها از روش کتابخانه‌ای و میدانی استفاده شد. جامعه آماری این تحقیق کارشناسان و متخصصین و اساتید دانشگاهی مرتبط با حوزه برنامه‌ریزی شهری و شهرسازی می‌باشند. به‌منظور تعیین حجم نمونه از روش تعداد متغیرهای مشاهده‌پذیر و مقدار حجم نمونه استفاده شد با توجه به اینکه تعداد سؤالات پرسشنامه برابر با 20 سؤال یود ازاین‌رو حجم نمونه به ازای هر سؤال 5 نفر در نظر گرفته شد؛ حجم نمونه به‌دست‌آمده برابر با 100 نفر بود. پایایی پرسشنامه از طریق محاسبه آلفای کرونباخ و محاسبه ضریب پایایی ترکیبی (cr) سنجیده شد و به تأیید رسید. روایی پرسشنامه نیز در دو مرحله روایی صوری و ظاهری از طریق کسب نظر از اساتید و کارشناسان تأیید، و روایی واگرا با محاسبه شاخص میانگین واریانس استخراج‌شده (AVE) تأیید شد. در این پژوهش به‌منظور بررسی داده‌های پژوهش از مدل‌سازی معادلات ساختاری در محیط نرم‌افزار لیزرل استفاده‌شده است. یافته‌های حاصل از این پژوهش نشان داد که مدیریت خدمات الکترونیک با ضریب مسیر 15/0، مشارکت الکترونیک با ضریب مسیر 26/0، کیفیت خدمات الکترونیک با ضریب مسیر 57/0 و آموزش الکترونیک با ضریب مسیر 17/0 تأثیر مثبت و معناداری بر حکمروایی هوشمند شهری دارند.
